Subject: Request for Public Comments on Codeless Date: Fri, 06 Jun 2008 17:19:08 -0400 From: Jarrod D. Black To: Jason.Kim@noaa.gov CC: Ron Ciccarone , Jim Jones This is in response to the notice on the NOAA website. I am against this move at this time. My company currently uses several GNSS receivers that while are upgradable to L5, some are not - this is not the issue. I understand that the amount of data storage needed for the current system, perhaps you should upgrade the ability of a Professional Land Surveyor to utilize the Military signal. It is difficult to work for the good of the public when we cannot utilize what our competition (being the construction, non professional) answer to no board industry or make it so complicated that the general public is not qualified to use. Two examples: 1) Many state legislatures have dictated the exact receivers that are to be used while providing our service to them. We would now need to utilize new equipment. 2) The only saving grace that the engineering world had (until this) with respect to staying competitive in the market place, was the fact that we already had the equipment and the know how to operate this equipment with a high degree of accuracy. The construction companies that are now utilizing this equipment will now have a leg up on the market - we will all be buying new equipment and most receivers will now be survey grade (I'm envisioning a survey grade handheld receiver at Wal-mart for $49.99.) These are 2 examples that describe the frustrations that will be added to an already troubled profession that perform their work for the good of the public. The procedures and principles associated with the surveying profession will be replaced by cheap equipment and the world will then rely on satellites for locations and not a Land Surveyor.
