Subject: Satellite Signal Changes Date: Fri, 06 Jun 2008 13:50:53 -0400 From: King, Michael To: Jason.Kim@noaa.gov CC: _Raike, Ken As a user of Leica and Trimble GPS equipment and a Land Surveyor for the past 27 years, I am hesitant to embrace the DoD’s plan to cease supporting the P (Y)- Code signals that have helped form the network of data currently used to define the shape of the Earth and allow the consumer to obtain accurate positional data. I know that manufacturer’s had been touting the fact that a third signal was going to be available and I had envisioned a possible increase in positional accuracy or a reduction in the time required to obtain accurate data with redundant signals. I know that the Land Surveyor is a creature of intellect that will go great lengths to preserve the means and methods to obtain the data necessary. Many instruments today are till in use after more than two decades of operation. We are also noted for embracing technology once it’s proven to be a benefit to the client and the business. It took a while before surveyors were ready to embrace GPS (the same is happening with 3-D Laser Imaging) but they have done so expecting to get as much out of their equipment as possible. The only concern was when newer, “improved” models were introduced every few years which we were urged by manufacturers to replace the “old” technology. I think the Dod’s proposal should contain some more details as to the precise reason why there will be no more broadcasting of a particular signal. Is it a cost issue with the technology? Is there something wrong with the signal that it needs replacement? Why shouldn’t it continue to be supported? With additional information, I might more readily see the reasoning behind the plan and prepare for its transition. Without the data the DoD seems more like another manufacturer that has come up with a way to force the survey community to “upgrade” technology at a cost. I welcome any additional information that would be helpful in reaching a better understanding of the purpose behind this proposal. Thanks. Michael W. King, P.L.S.
