Good Morning Mr Jason:

 

Hope on taking these notes in account. Better Positioning must be welcome.

 

One of the ideas is to have VRS (Virtual Reference System) for a 
120-mile grid or so containing a GPS ionospheric error correction model, 
transmitted directly from every satellite (through L5 or L2 or (and) L1 
signal) and NOT from a geostationary one (like current WAAS system). 
This matter will benefit transportation and multiple other man 
activities. Targeting a more accurate and precise positioning system 
will have a positive impact in human civilization. Current L2 coded 
signal users, due to the expensive receivers they bought, is the only 
counterback I have found, but even so, they will have profits because 
their business is precision, and they will have it, and by the time the 
codeless signals would be implemented, their equipment might be payed 
back (hope as soon as possible).

 

Prior Presidential Issues, Mr Reagan´s offering GPS for civilians, and 
Mr Clinton´s action on Selective Availability had represented major 
milestones in GPS timeline. I think that a major milestone would be 
codeless and semicodeless access for PPS (Precise Positioning System)

 

 From the security point of view, civilian GPS users will have same 
restrictions, for a military peace of mind:

 

1)     Speed limit

2)     Maximum altitude above sea level
