The NOAA Office of Space Commerce (OSC) announces a new opportunity for commercial space situational awareness (SSA) companies to support the development of the Traffic Coordination System for Space (TraCSS). Vendors are invited to participate in a TraCSS pathfinder project that will examine the commercial capability for rapid detection, orbit determination, and space object identification after deployment post-launch.

Background:

To initiate this “Commercial COLA Gap Pathfinder,” OSC placed three orders in the Global Data Marketplace on Wednesday, April 30, 2025, for fulfillment by commercial SSA vendors:

  1. A order for commercial tracking data;
  2. An order to provide orbit determination services using the commercial data; and
  3. An order for data quality monitoring services related to the above two orders.

Proposals:

To view the orders and submit responding proposals, interested parties must be registered vendors in the Global Data Marketplace (globaldatamarketplace.com), an online transaction system established by the Department of Defense in partnership with BlueStaq.

Proposal instructions are in the order documents. Vendors have until Wednesday, May 21, 2025, midnight UTC, to provide proposals in response to the OSC orders.

Vendors can propose on one or more roles but must submit separate proposals for each role.  The number of vendors for each role will be determined by OSC.

Questions regarding the Commercial COLA Gap Pathfinder and accompanying orders may be directed to the Office of Space Commerce via email to tracss.commerce@noaa.gov.
