Proposed Changes to Satellite Export Controls Released for Public Comment

On May 24, 2013, the State and Commerce Departments published a pair of Proposed Rules to transfer certain satellites from the U.S. Munitions List (USML) to the Commerce Control List (CCL). This move was made possible by the 2013 National Defense Authorization Act, which returned flexible authority to the President to tailor controls on satellites and related items according to the risk of diversion. These Proposed Rules are the product of that restored authority, and comments will be accepted on these rules for a 45-day window, which will close on July 8, 2013.
