The Department of Commerce played a key role in the decision processes that led to the announcement. The Office of Space Commercialization worked hard to raise awareness of the size and significance of the high-end GPS user community, which was poorly understood within the government. The Office collected industry information to quantify the installed base of codeless/semi-codeless GPS equipment, estimate its economic value, and determine an acceptable time frame for its replacement. The Office also issued a request for public comments to receive broad stakeholder feedback.
