Comments Requested for New Review of Space-Related Export Controls

On March 8, the Departments of State and Commerce each issued an Advanced Notice of Proposed Rulemaking (ANPRM) soliciting public comments for a new review of space-related export controls.

This action follows direction from the President in Space Policy Directive-2, Streamlining Regulations on Commercial Use of Space.

The last major review for the space industry focused on spacecraft and related items controlled under Category XV of the U.S. Munitions List (USML). This new, broader review covers items listed in USML Categories IV and XV, meaning it includes launch vehicles as well as spacecraft.

The review also seeks to improve the controls on the space-related items transferred from the USML to the Commerce Control List (CCL).

Public inputs are due April 22, 2019, and will be published at regulations.gov.
